Now, I’m trying to put together a simple script to merge an MP3 playlist into a single MP3. Sox should do the trick … but it doesn’t come with built-in MP3 support (for obvious reasons). Here’s what I did to build MP3 support into Sox — many thanks to a good post by Michael Walma on the Ubuntu Forums.

For CentOS you will need to recompile SOX (the base repo has the sox srpm) with the libmad and lame-devel libraries installed (rpmforge has those.) Once that is done, sox -h will list supported formats. When mp3 libraries are installed, sox -t wav -r 8000 -c 1 <wavfilename> -t mp3 <mp3filename>
https://askubuntu.com/questions/818908/how-do-i-convert-from-wav-to-gsm-under-ubuntu
The best way is to use a suitable compiled FFmpeg with the following commmand line: ffmpeg -i test.wav -c:a libgsm -ar 8000 -ab 13000 -ac 1 -f gsm test.gsm But Xenial's FFmpeg is not compiled with libgsm unfortunately so this cannot be easily accomplished without recompiling.
