Nov 03, 2011 · Noncustodial parents should have more control over their funds, I agree. Unfortunately, they do not. However, if a noncustodial parent and a custodial parent can come to an agreement, the custodial parent could place support payments in a trust fund for the child. I know that this answer may not be entirely what you wanted to hear.
