If you do not know what glibc is by now, don't worry! When I first had problems with a new program I wanted to compile, I only knew that my version of glibc was not sufficient for the compile. Now that I know more, I will try to explain in a very simple way what glibc does.

I have a system that I do not have root access to, but I need to install the current version of GCC (4.7.2) on. The system is running an x86_64 build of Linux 2.6.18 and already has GCC 4.1 (without C++ support even though --version says it was built with it). It depends on versions of software that RHEL 6 does not contain. And yes if you want support from RHEL I believe you do need to wait for them to package the software. I imagine if you ask them for support for something you installed externally they will tell you they won't support it and to do ask the vendor of that software.
