We are hitting this issue (The partner transaction manager has disabled its support for remote/network transactions when saving the records - we are using using TransactionScope ts = new TransactionScope()) on the production shared servers (web and database server) and turn out the the ISP wont allow to run Ms DTC due to this service requires other services.
