According to caniuse (a very good resource) there is no support and no polyfill available for adding text-shadow support to IE9. However, IE has their own proprietary text shadow (detailed here). Example implementation, taken from their website (works in IE5.5 through IE9):

Is there an easy way to have css3 text-shadow's working in IE9?At least a single text shadow would be great. I guess ideally IE8 is supported as well. I'm hoping there's a simple jquery plugin or .htc file which just looks at text-shadow css property of an element and implements it for IE9.

Sep 23, 2010 · IE9 does no support the prefix “-ms-” for members of this css-module (e.g. “border-radius” and “box-shadow”). But for members of the css3-modules that are still working drafts, IE 9 needs the “-ms-” prefix, like “-ms-transform”.

May 04, 2015 · The only way to reliably implement a blur would be to wrap the text inside an svg and apply a Gaussian deviation, which would really lead to far. It does look a lot better (than nothing at all) with a pseudo element already though. And using hsla, supported in IE9, can help a bit as well.
