The ebtables PREROUTING chain is only traversed when the bridge code is deciding what to do with the frame. So, if a BROUTING chain rule decided to broute the frame, the ebtables PREROUTING chain won't see it. See the "ebtables/iptables interaction on a Linux-based bridge" document for the details.

ebtables or ebtables_filter kernel module does not load automatically with RHEL 7.3. Even when the module is loaded manually bridges were not created. Issue seen with ebtables-2.0.10-15.el7.x86_64.
