as explained by soup_dragon87 above, most applicants will enter 02 LEA for their fee code (01 means you will pay every penny yourself, 05 NHS is for nursing/physio etc). entering 02 LEA then means you must enter the name of your local authority in 'student support arrangements' - this is the local authority to which your household pays council tax.
