    May 16, 2011 · It doesn't understand UTF-8 (notepad does!) >As you found out, it is not aware of the format used by UTF-8 files, same as it is not aware of the format >used by Word or Excel files. I do not know of any other native Windows command that can concatenate files. That's not fair comparison. Word/Excel can operate on public binary formats such as zip.
