Aptana radrails ide based on Eclipse works perfectly and it is free. This version is focus on RoR, but the integration of JS is great. And you can install all the other plugins from eclipse in order to make it better ( remote server, PHP, Perl, DataBase modelisation, etc ). ANd again with Eclipse inside, you have some great books and a big community to help you to configure it.

Is there a project (open source) that takes the widgets and plugins for jQuery UI but allows us to use them without setting up any HTML?. Kinda like Ext-js and Sproutcore, but without the acidental complexity and lack of fluidity, and more like Cappuccino, but without requiring a Mac and the horrible load times from Objective-j (which also has no IDE support).

SproutCore, on the other hand, is HTML/CSS/JavaScript based, so you don't really have to relearn the basics. It follows the MVC model of separating UI and data concerns, so programming UI's should be easier. My personal recommendation is to stick with Dojo -- 1.6 has come out, which has change-tracking, state-tracking and bining support.
