If you go into that page and scroll down to the bottom of it you will see that it says that for Housing Benefit some grant or loan is ignored and lists the 'Special Support Grant' (SSG). It doesn't state Special Support Elements but since this replaced the SSG it works the same way.

The special support grant , which is for people who have what they call special circumstances such as a disability or on certain benefits. So I have to provide proof that I receive housing benefit after my course start date before I qualify for the special support grant. Hopefully this explains it :-)
