I've been doing a lot of this with mplayer, piped to sox. I would like to get pipe output working in ffplay or vlc (maybe I'll try again, last time I tried about a year ago it was not working in either) because speex files are seekable in those 2 players, not in mplayer.

I am trying to build Sox on Window using MingGW with Lame and FFmpeg (including Speex) support. As a part of the Media Overhaul project for Asterisk 10, changes have been made to Asterisk to increase the number of codecs it's capable of supporting, to handle codecs with custom formats, and to support audio sampling rates greater than 16kHz.
