ArtRage does support tilt; are you using the discontinued ArtRage Touch app or the full Windows program? Which version? (live tilt support varies between editions so it's possible the version you have genuinely doesn't do what you need but any recent version should).(It is possible that it is not receiving tilt information from the Surface Pen, but that is a slightly different issue!).
