To win without Anora you should just have Vaughn on your side, do the trial of the crows, say the blight is the threat not Orlais at the landsmeet. Give the ring to the templars sister and mention the blood mage poisoning Eamon at the landsmeet, mention the alienage slaves at the landsmeet, tell the guy whos kid was tortured by Howe about it.
