My guess is that there's some mix-up of architectures. Different architectures can have different points of coherence parameter to DSB. I'm not sure, but maybe the points of coherence are differently coded.

An incorrect library ? The Cortex M0/M0+ supports only a subset of thumb instructions, so linking against M3/M4 libs will fail. I don't use Cube, not sure what role it plays here in connection with your toolchain.

I’m not sure if this post is asking a question, but I am curious as to why the version of Windows on the host machine makes any difference – I would imagine it would be more likely that the version of GCC being used in each case was different.
