Moodle is open source - it relies on community support/submissions for continued development - so far no one with a bucket of $$ has felt SCORM 2004 is important enough to throw a chunk of money into getting it improved/done. There is agreement that it is probably a good thing to do, but unfortunately you'll just need to wait.

Jan 09, 2018 · Moodle only supports SCORM 1.2 While adoption of SCORM happened early on in the development of Moodle, initially it was only for version 1.2. And that adoption took over three months of funded work to make it happen. A lot of trial and error. Still, there was the promise of supporting SCORM 2004 looming ahead and a bright and beautiful future in mind.

Moodle does not generate SCORM content. Moodle presents the content in SCORM package to learners and saves the data from learner interactions with the SCORM package.

Moodle doesn't currently provide full support for SCORM 2004 - some of the code has been implemented but doesn't comply with the spec, some areas aren't implemented at all and we don't pass very many of the SCORM 2004 ADL tests - This meta-bug links to all the tasks required to implement SCORM 2004 correctly in Moodle and each ADL test is listed as a subtask.
