There is no dependency on language installation for Support packs. It is not must .They both are seperate.Languages are installed if you need them that is all. In your case I do not see any errors ..it is just showing the log...seems to me that it is doing some particular thing if language is imported ..And in your system it seems no language is installed so it is just saying the same.
