You must first walk to each portal and talk to Snoop the Stubborn (I have been assured that they all just look the same and go by the same name because their real names are not pronounceable by Humans) to unlock that location, then you can teleport to locations you have unlocked for a fee. Not all portals have options to go to all other portals, the choices for destinations at each is limited.
