OK here is the thing though. Blades, staff, fist, hammer ect all those roaming supers are MELEE and this is a loot base SHOOTER game. Golden GUN is well a GUN and not only that it is a GUN that can rapidly fire off two shots to insta-gib a super guardian or actually aim (I know aiming with golden gun who would have thought) and shoot them in the head for a OHK.

There was absolutely no good reason to seperate elemental resistance from armor and make mods out of them. It doesn't make any sense to have elemental affinity where certain mods can only be put on the matching element and then not have the armor provide resistance to that element. Armor is supposed to provide defence, after all.
