May 21, 2013 · Exitisting windows 2000 server - terminal services CAL & Windows server 2003 terminal server per-user client access license - open - 5. I can still only log in with two RDP sessions. I have changed group policy and everything I can find. In terminal services config in server settings it only lets me choose remote desktop for administration.
