Postal Support Employees (PSE) are non-career postal employees. As part of the 2011 Collective Bargaining Agreement, the APWU has negotiated for PSEs to have access to the FEHB Program. The APWU filed a dispute over the Postal Service not using or mis-applying the money in the Fund. The dispute was heard in arbitration on November 15, 2017.
