If you do not block within 12 seconds, the Tempest Shield goes off again and you will need to recast it. I am simply telling you the facts and how Tempest Shield differs from Trigger gems like Vengeance, Riposte, and Reckoning.

At the time tempest shield was just being announced and didn't know the values so wasnt sure if it would be worth it. Jewels can give 2% block each and you will need duelist area for sure. You can go maybe go up to templar hittng marauder or shadow hitting ranger block nodes. Just not sure it would be worth it.

Dont think that tempest shield is a build defining skill, its a utility spell for some extradmg, leech, blinds, shocks whatever you wanna do but it cannot be a "mainskill". Probably the best build for it could be something around the duelist to templar area with the sweet block nodes and jewels and support tempest shield with iron will (if it should deal some damage. another plan is cybrils paw incinerate.
