Up until ~2 weeks ago both my mother in-law and father in-law were able to connect and send mail from OL2003 using their respective msn and live accounts. They were using smtp.live.com port 25 SSL.

The message is legitimate and the settings do normally work. You said they were working which hopefully means you did them correctly. Truely temporary failures could be a problem on their servers, which hopefully they would be working to fix.

I've tried ports 587 and 465 and both "STARTTLS" and "SSL/TLS" for the Connection Security setting. Attempts to send out-going email either fail from timing out or I get a "Sending of the message failed: The Outgoing server (SMTP) smtp.cox.net does not seem to support encrypted passwords.
