If your Oracle 8 version is 8.17 or later you should use the JDBC 10.2.0 driver; otherwise prior to 8.17 you will need the JDBC 9.0.1 driver to support it.

If by 'compatible' you mean 'certified by Oracle', I think you'll need to go back to SQL Developer 1.5: Developed in Java, Oracle SQL Developer runs on Windows, Linux and the Mac OS X. With the default connectivity to the database is through the JDBC Thin driver, no Oracle Home is required.
