Since 2.4.6 there is no prebuilt opencv with CUDA anymore. Basically you wll have to build OpenCV yourself. Are you sure the CUDA sdk is installed and your CMAKE found it?

Dec 21, 2017 · As noted in OpenCV documentation below: "[i]To enable CUDA support, configure OpenCV using CMake with WITH_CUDA=ON . When the flag is set and if CUDA is installed, the full-featured OpenCV GPU module is built.
