Oct 02, 2019 · This has had partial support by the nVidia driver, though not for the setup I have, in which XRandR rotation fails (since it thinks the screen size is too small). Please add real support for XRandR 1.2 (TwinView should then not be necessary).

Nov 26, 2007 · RandR 1.2 requires support from the X server as well as the driver supporting the extension specification, and then the system must have the Xrandr library. While the most common way to control the RandR environment is through the xrandr CLI utility, there are several graphical-based programs for controlling RandR 1.2.

We have learned, however, that NVIDIA is quickly working to enable RandR 1.2 support within their binary driver. When this support arrives, NVIDIA customers will then be able to additionally use the xrandr utility to configure the display or the numerous open-source graphical utilities for configuring the display such as those in GNOME or KDE.

The nvidia binary drivers do not support XRandR 1.2, and so the xrandr tool is very limited when working with the nvidia binary. You can pretty much only query the list of available modes and set one, not add new modes. So the failure of the xrandr tool is entirely expected.
