I suppose that numa is somehow managed by bios.From what I have been able to understand on Windows platform at least SLIT tables could be managed or exposed to OS by acpi.sys driver. I was looking through numa.h and numa.c sources and I can see that numa block is simply a memory block with 'start' and 'end' 'address(probably) and 'node id.'.
