The NUMA enabled case is more complicated. On linux there is a 'numactl' command to display numa settings and memory allocation strategies. Here is the simplest, best case. Say numa is enabled in the bios and the OS supports numa and there is more than 1 socket occupied. The software can get to 'local' memory quickest.

The benchmarks support using NUMA/local mode for gaming. Generally, the minimums are significantly improved. In Ryzen master, when you hit "game/legacy/whatever they call it mode", it does this NUMA/Local type of mode and disables SMT. Both are game-by-game but my personal choice is to set to NUMA/local and keep SMT enabled.
