nl80211 is the new 802.11 netlink interface public header. Together with cfg80211 it is intended to replace Wireless-Extensions. nl80211 and cfg80211 are still under development.

An important point is that nl80211/cfg80211/mac80211 no longer use ioctl, they use netlink. So, tools like iw, hostapd or the wpa_supplicant use some netlink libraries (like libnl or libnl-tiny) and the netlink interface public header which is of course nl80211.h.

To communicate with a kernel driver, hostapd has to use some interface. All new cfg80211 (and mac80211) based drivers that implement AP functionality are supported using the nl80211 interface. nl80211 is the new 802.11 netlink interface for Linux kernel. For particular feature sets (e.g. virtual interface management) we rely on nl80211. While nl80211 is quite mature, it doesn't support as many devices as wext does. But it would be a good TODO item to port all wireless interface related ioctl() calls to their nl80211 correspondents.
