    https://en.wikipedia.org/wiki/Network_File_System_(protocol)
Network File System (NFS) is a distributed file system protocol originally developed by Sun Microsystems (Sun) in 1984, allowing a user on a client computer to access files over a computer network much like local storage is accessed. NFS, like many other protocols, builds on the Open Network Computing Remote Procedure Call (ONC RPC) system. The NFS is an open standard defined in a …

Aug 19, 2009 · The quota tools are compiled with RPC support, but this is only for the "quota" tool itself, using that over NFS/RPC works fine, it is repquota who is the problem here. By default, the NFS server supports NFSv2, NFSv3, and NFSv4 connections in Red Hat Enterprise Linux 7. However, you can also configure NFS to support only NFS version 4.0 and later. https://sourceforge.net/p/linuxquota/discussion/57477/thread/065831ee/
Aug 05, 2008 · It's probably a problem in quota-tools. They check the filesystem type and nfs4 is not on their list of quota-enabled filesystems. As a quick-hack you could try editing /etc/mtab and changing nfs4 to nfs. Or try applying patch on quota tools sources, recompile a try again (only binaries on client need to be replaced - server should be ok).
