To be eligible for the "Fresh Start" Arrears Management Program, a child support case must have over $1,000.00 of arrears assigned to the State of New Mexico, and meet at least one of the following criteria: All dependents are emancipated. This person has been trying to get a college degree and has been cut off from government loans and grants and has his back loans declared due and payable.
