Never figured out what the issue was with this installation was but I was able to transfer my localhost installation and get it changed over to the live site properly (I was previously having issues with this and wanted to try a clean install but I was able to work those issues out).

Jun 07, 2014 · This is tough, as /files/ was used by multisite in the past and this config accounts for a scenario where it could still be in use. I'd be okay removing it, but it may affect others that are working with old sites and still have that option enabled.
