The package libssl1.0.0 on Debian (or Ubuntu) would refer to version 1.0.x of the Openssl library.. In terms of connectivity, I would hope that MSSQL uses TLS 1.2 (or better, but I guess if they use Openssl 1.0 that means TLS 1.2 is the best available protocol version).

Nov 06, 2017 · Many years ago fREW Schmidt wrote a very handy article on installing MSSQL ODBC drivers in debian. Since then Microsoft have improved their support of debian somewhat and things have changed making it easier to install, however they still (as at 2017-11-06) have not released proper drivers for Debian Stretch.
