May 26, 2010 · I ran into a similar issue but not on XP SP2. This was on Server 2003 R2 SP2. The server had .NET Framework 2.0 SP1 installed prior to the SQL Server 2005 install and this seemed to be the cause of my issue.

Jun 10, 2013 · I had exactly same issue. I found that "Windows Installer" service in (services.msc) was disabled. I went ahead and changed it to "Manual" Startup type and then reran the setups agains.This time setups ran successfully.
