For database users, even though the listener is up and running, they may receive ORA-12514 in their connection tools. I talked about some causes and solutions to ORA-12514 in another post. By the way, the formal error code of "The listener supports no services" is TNS-01030.

Listener is running. Instance not. When instance starts, it will register itself with the listener and the listener will know about the services supported by that instance. The instance has a parameter called LOCAL_LISTENER. The instance uses this to determine how to contact the local listener and do the necessary registration stuff.

Mar 14, 2016 · So next as ora<sid>user on same server I wanted to see the output of “lsnrctl status <listener name>” (here listener name was what I saw running at the o/s level – e.g. LISTENER_PRX) – and below is what that showed – NOTE that the msg “The listener supports no services” is shown!

So it is expected that if the listener starts after the database then it can initially say "the listener supports no services", and the there is a delay before lsnrctl services shows the database service names, and so there is also a delay before a service name is recognised when you try to connect to it.
