Camera manufacturers need to support time zone in Exif data. Geocoding photos using GPS data would be much simpler if camera manufacturers stored time zone data in the Exif metadata of each photos. Until that happens, just make sure to match your GPS data with photo capture times using the correct time zone offset settings in Lightroom.
