Nothing is wrong with Koodo billing. Roaming data charges forward is a common occurrence when you are roaming out of country without data block enabled (regardless if you had roaming turned off or NOt ) I am sure they would have kick back it to you. Used to Live in the boarder town and always had this problem with Koodo.
