Just Cause 2 doesn't support DirectInput, so only the 360 controller works. You can try something like Xpadder, it remaps keys on the keyboard to a gamepad, but then you won't have analogue control. Very tired of games pronmising "FULL CONTROLLER SUPPORT", only to buy them and find out they only support one controller, an Xbox360 gamepad. It's not that hard to support (for example) simple joysticks that work with Windows in your games, and for many it is the funnest way to fly.

Litterally 5 minutes ago managed to play it for the first time using a PS3 controller which emulates an XBox 360 controller on my PC and found it hundreds times better to use. Flying especially is greatly improved with a controller. #2.
