As far as I know, only Netscape 4.x does not support inline frames. There should not be any reasons for a page to look different in IE and other modern browser, except maybe if you have used some styles or attributes unsupprted by Moz.

The noframe feature is found by simply inserting some text between the <iframe> and </iframe> tags.
