That might mean it has an actual GPS chip and uses wifi / 3G network location to boost/speed up location acquisition, or it can mean it ONLY has network-based location and no actual GPS receiver. I've seen that terminology used both ways. Or it might mean that the 3G-enabled version has a real GPS, and the wifi version only has network location.
