Not at all true. Google moved away from the Exchange Activesync protocol they had previously used and moved to imap, which doesn't support push. They likely wanted everyone to use their Gmail apps. Though IME on iPhone the Outlook app is much better than Gmail.

iOS Mail does not support IMAP IDLE, which is the push protocol for IMAP. If you configure OS X mail with a gmail account, push works. If you configure another IMAP account that supports IDLE in iOS Mail it does not push either.
