Yes linux supports FAT32, you can access the entire hard disk form linux, it is possible, i am not sure that you can access linux partitions from windows, Yes, Even you can install linux on FAT32 partiton, but it is not a good idea if i am concerned.

I am going to show the commands for Ubuntu but this should be applicable to other Ubuntu-based distributions such as Linux Mint, elementary OS etc..
