Jun 26, 2012 · Note that for systems with Intel CPUs, enabling VT in the BIOS is required for longmode support. If this is just a limitation of the motherboard and CPU combination I'm OK with that and will figure out some way to get a new server that is capable of hosting 64-bit VMs.

OK this post pointed me in the right direction... from here i found you can use the protect tools and i gave preboot permissions to the bios. entering my windows password i was able to turn on the VT-x and give myself a CD-ROM boot order (which ive been missing for about a year!) finally can rebuild the laptop.
