    OK this post pointed me in the right direction... from here i found you can use the protect tools and i gave preboot permissions to the bios. entering my windows password i was able to turn on the VT-x and give myself a CD-ROM boot order (which ive been missing for about a year!) finally can rebuild the laptop.
