SOO is a legacy EIGRP loop-prevention feature with it's goal being to prevent routing loops when using EIGRP as the PE-CE routing protocol. In IOS pre 12.0(24)S codes you would use the same soo value inbound on both PE routers facing the CEs to prevent the same routes re-entering back into the CE site in a dual-homed scenario.
