Jan 08, 2016 · The tech transferred me right to the engine builders to field this one. Th4e guy I spoke with was supposedly one of the guys who designed (spec'd) out the Edelbrock 383 stroker, and he said as the cubes rise in the small block, less emphasis is needed on the exhaust side.

The secondaries will not open by free revving the engine. The engine needs to be under a load before they will open. If you are still uncertain if they are opening or not you can take a normal paperclip and clip it onto the secondary diaphragm rod.
