    I agree that merging dojox/mobile/sniff into dojo/sniff is a separate task. But, about the new has() flags you are adding: "css3" and "svg": They don't belong in dojox/mobile/sniff, or dojo/sniff either, since they are about features, not about sniffing which browser the user is running.
