To go back to the Original Question it appears that Photoshop does not support Unicode Fonts, at least in this case. As a test, open WordPad, find and select the font Latha (its a Tamil font) and enter on the Keypad with the alt key depressed +2949 you should now have the Tami character displayed.

Jan 26, 2011 · To work around the issue, you will need to use a text editor which allows the ability to interpret Big-Endian encoding. Notepad is a low level text editor which can interpret text files encoded in Big-Endian, but does not allow the use of different language characters or any formatting. @Qaesar, any reasonable text processing software can read both UTF-16 (Windows “Unicode”) and UTF-8 and will convert to its internal representation if needed. If you write your own program code, you just need to select suitable input reading routines from a library. So it does not really matter much. Windows software internally uses UTF-16.
