SAS Enterprise Miner can facilitate using R code through the Open Source Integration node, but there is no reason for SAS to export R code. SAS Enterprise Miner generates score code in SAS and it can also generate score code in Java, C, and PMML for certain processes. This code is generated by the modeling nodes rather than being converted.

I built logistic regression model using python sklearn, then generated pmml file using sklearn2pmml. then tried to generate sas code using PROC PSCORE. but it seems that SAS needs pmml ver=4.1, but sklearn2pmml generates only 4.3.

Alas, PROC SPLIT does not produce PMML has has no conveniences to help generate it. You might already know that PROC ARBOR has a PMML option to the CODE statement. PROC ARBOR superseded PROC SPLIT around 2002. I wonder why PROC SPLIT would still be used. (SAS also has PROC HPSPLIT and PROC DMSPLIT.)

I might be mistaken, but I thought PMML was a standard and as such they should be interchangeable within a current version at least. So any tool that does the migration should work. I also think SAS EM has different scoring extracts, so you can look at the other options - SAS code, PMML, C, or Java and see if they meet your need.
