As you are already aware, Outlook 2010 uses Word 2010 engine to render emails and Word 2010 does not support image maps. Outlook only supports a subset of HTML tags. In this case though image map may work in one of the scenarios, we really cannot guaranty that it will always work. That’s the reason we cannot support it.
