idrin last edited by Silverlight - and many other plugins - is NPAPI-based, which is soon to be deprecated and not supported any longer. So, the answer is yes; if you download and install the preview version of Opera developer, you will notice that under opera:plugins no NPAPI-based plugin can be seen.

Oct 19, 2010 · Opera for Windows supports Silverlight. Unfortunately, most of the Silverlight applications check the browser version so Silverlight doesn’t start in Opera. When you click the “Install Silverlight” it redirects to Silverlight download page, and informs that the browser is not compatible.
