May 19, 2016 · The Notepad in my computer still doesn't show Chinese characters, it shows a bunch of strange characters and a lot of question marks. I am using Surface Pro 3, Windows 10. I've changed the fonts under format and also changed the region to Taiwan under settings and it's doesn't work.
